No debenture, certificate or other requirement of any kind may be issued at any time in accordance with the provisions of this amendment, except for debt securities or certificates originally issued under this Agreement and additional bonds or certificates of parity referred to in this paragraph. Notwithstanding any other provision herein, such bonds or certificates may not be approved or validated for a period of two years exceeding fifty million dollars except by a two-thirds majority of the members elected to each House of the Legislature; It is also anticipated that seventy-five million dollars may be authorized and validated under this Agreement during the biennium 1963-1965.
